What CWELCC means for fees
CWELCC is the Canada-Wide Early Learning and Child Care system. At centres that take part, base fees for children under 6 have been capped at $22 a day since January 1, 2025. You do not need to apply for the reduction.
The $10 a day figure is the government's target average, not the current fee. City of Toronto on CWELCC fees.
Fee subsidy and waitlists
There is no single citywide waitlist. Most centres take applications directly. 734 centres have a fee-subsidy agreement with the City.
If you need help with fees, apply for the Child Care Fee Subsidy online or through 311. That one application also puts you on the waitlists of the City-run centres you pick. Fee subsidy and calculator, City-run centre registration.
Licensed home child care
Licensed home child care runs through 24 agencies and is not part of this dataset, so it is not listed here. The City's licensed child care page covers it.
Free drop-in play while you wait
EarlyON centres run free drop-in programs for children up to age 6 and their caregivers. No spot or registration is needed. See 231 EarlyON centres in Toronto.
